An OEM wheel is usually heavier due to the validation requirements they must meet. It would be interesting to compare the Moment of Inertia between various wheels. You can have a wheel with a lighter static mass that has much worse (or better) MOI characteristics.
I'd love to see a test of various OEM and aftermarket wheels.
Here's an interesting article on a test of some high end bike wheels back in 2008. If you scroll down to the very end paragraph, you'll see results where heavier wheels had better rotational inertia.
