Who the hell decreed that its not milk if it doesn't have vitamins added to it and why did anyone ever go along with it? Its still milk. Call the stuff with vitamins added fortified milk or something if you want, but milk without vitamins is still fcuking milk.
No. There's a federal standard of identity for a lot of food products that very specifically outlines the definition of a product. For fluid milk, one of the attributes is the presence of vitamins like A or D. That's why you see stuff marketed as "Vitamin D whole milk," because the FDA requires vitamins to be added back into the milk after the separation process to replace what was lost.
