Some stainless does rust, like that used by GM on stock exhaust, but the upgraded stainless used by the Upscale header companies mentioned will not.
Ceramic coating inside and out will help retain heat and reduce under hood temps. While I have not back to back dyno tested this on any of my cars, I have tested on my race bikes and there was a power increase as well as temp decrease.
