You use a patch from the inside for something like that. However being on the edge of the tire like that, a lot of places will not repair it. Liability reasons. You may find some small shop that will do it though. I just doubt a place like discount tire will. General rule of thumb anything from the last line in the tread to the roll of the tire, you do not repair. Some will patch that like I said, but do not let them plug it.
