When you get over 225 degrees ECT when the car is off the fan will kick on, over 240 It kicks on to a higher speed. You mentioned being in Detroit so I know you get the same Hot Humid weather we get so yes after a track even it is very well possible to get those temps after shutting the car off.
About the slow crank, I haven't seen this mentioned but have you checked the wiring to your IC Pump? Make sure it's not drawing power with the Key/Ignition off?

Not too sure how to test that. Will have to get a multimeter (for shame yeah i know)...
I can tell you this... when I pull in garage the IC pump does run for about 30sec to a minute after I shut down the engine so I'm guessing YES it does draw power or can...
Dont know if I mentioned this however after the Battery has been on the charger for a solid night, in the AM it does crank better but still slow as SH|T.
