This I would believe. If you look at all the states the GM cai is not legal it makes me wonder what the tune auctually does that the car doesnt adjust to itself. If the tune helps emissions then it should be legal everywhere considering its a factory direct replacement. And a cai isnt going to blow you away with performance anyway.
