So it's a bolt that we turn clockwise to bend inward? Counter to bend outward? Or remove bolt adjust fender, put bolt back & re-tighten?
What tools would we need? Does the wheel need to come off to reach?
Do we need to unclip/remove rocker panel to help/allow flexibility of the fender?

No its not that hard, whats going on is your fender is sticking out at the low side, when you get to the bolt all you do is loosen it, to the point where you can move the finder in, so it lines up with the door, nest re-tighten the bolt you may need a friend to hold it as you tighten the bolt, not hard at all.
