Different days different track conditions, different cars.
Its funny, everyone seems to be on board with 'the conditions' regarding a 1/4 time, but not so much with a road course. The wind could have put a fine layer of dust on the track, the track could have been warmer or colder, a car could have puked it coolant on one of the turns a week ago. To take the analogy further, street tires vs drag tires, is the same as street tires vs track tires.
I don't think a professional driver is sandbagging, these guys are so competitive, I don't think they can (unless its benefits them in a qualifying situation or something).
