Yes this is a fab forum and I've learned a lot!
The bottom line of the article is that even a pro like him can't offer a definitive suggestion WHERE to learn proper car control. Other then, that to do it one HAS TO exceed the limits and then dial it back.
And anyone that is still learning, if they exceed the limits in the rain: they WILL spin. It takes a ton of practice and a SAFE venue to do it. HPDE is not it.
I've seen guys try and break wheels, go shiny side down and even collect another car in a wreck. I am NOT saying don't do it, but pick the venue and those that share it with you very carefully. If you're just pu putting without getting out of shape and spinning, then you're not following the advice of the article. That's the whole point of it.
