In HP Tuners, that's basically true for coolant. It also shows an oil temp threshold map, RPM limit vs. Oil Temp, in the Engine/Fuel/Cutoff,DFCO menu. At -10°C oil temp the engine will be limited to 3k RPM, at 5°C it'll allow 4k RPM, and will continue to ramp to the normal 6,600 RPM redline at 20°C.
At least, these are the default settings in HP Tuners for a C7 Corvette.
