If you already have your secondary cats removed, it's not going to sound or feel any different with that borla pipe. That borla pipe is pretty much a mid section that deletes the secondary cats (which you already have done), and allows you to attach borla axle-back systems to it.
Now, if you got the resonated X pipe that borla offers, AND a borla axleback, you would definitely have improved sound and a little bit of performance.

As for exhaust options you could do Borla ATAK or Borla S-Type.
On another note, I'm shocked you found a shop in California that would remove your secondary cats.
