If I add those fuel system parts, will I be able to drive it to my tuner at low rpm/speed?

This is basically what I did - or what I was planning originally in December, except I took it a step further with a cam since they were already going to be ripping everything apart to change the injectors. If you're thinking that you may want to add a cam eventually, you'll save some labor by doing it all together. The cam will also get you up to maximum power output without needing forged rods and pistons...or beyond if you do end up going forged.
Without the cam I recall the estimated RWHP being approximately what you've stated. They also should add a voltage booster and there are some other smaller parts to factor in. I'd have them include the flex fuel sensor as well. While pumps and injectors will give you the added insurance to address the volume of fuel being delivered, adding some E85 to your gas tank gives you some octane insurance. E85 should also get you up to about 650rwhp.
If you don't want to go all out with a cam and changing the injectors (that's where a lot of the labor cost will come from), I think could just do the voltage booster on the LT1 pump and add the LT4 pump. That should be good for another 50rwhp.
I'd give Ted a call if you already haven't...he broke all of this down for me already and can answer your questions.
