Some like to put a mark-up on them so Supplier pricing would make it messy for them. I'm sure they have their own reasons as well but it's a huge red flag to me and I'd find another dealer.

At the time you go to the dealer for delivery. Just give them the code prior to the finance person working up the paperwork
