The answer is...it depends...
Lugging is a product of two variables...engine speed (rpm) and throttle position.
The lower the rpm, the less tolerant an engine is for open throttle.
You can cruise at 1000 rpm in sixth gear on flat land with hardly any throttle at all and you are not lugging the engine. Now, go to pass someone or climb a steep grade where you need to really open up the throttle and you are now lugging the engine.
