It's a bit more complicated. The MAF will tell the ECU it see's X value of air and command the fuel for that value. But the O2 sensors will see the fueling is not where the ECU wants it to be and start incrementing the Long Term Fuel Trims to a positive value. Then the ECU will add extra fuel to make the O2's happy. This value will be carried over into wide open throttle. Then a majority of the HP gains seen (in an untuned car) will be negated.
An Intake is a worthwhile mod but you wont really see much unless you pair it with other mods and tune the car. If an intake is going to be your only mod then save your money. If you want to do more mods that do not require tuning then you can do the following without needing a tune.
-Rotofab
-catback exhaust (secondary cat delete optional) such as the borla modular system
-Ported LT1 intake and throttle body from EFI Tuning
These will get you a nice bump in HP without sacrificing any fuel economy or drivability.
