I may buy a used 16 this time around...so I might be screwed with a big failure this time. I'm guessing any dealership would be less apt to cover things so willingly if you didn't buy the car from them.

If you can find one that hasnt been altered in some way by the previous owner (hard to find), youre normally golden on a private or dealer purchase.
Emissions laws change all the time from state to state, so no surprise cities as yours arent as strict.
Aside from sound, did you "feel" a difference in previous header swaps? I didnt gain much on my previous mustang, then again they were shortys.
