Pondering the drivers license tiers...which would somehow be like a video game "leveling up" scenario. Seat time that can't be bought + track / street evaluations purchased by the driver allow you to level up. You pop in at 16 after passing all the current tests and observations and can be assigned a level 1-Novice automobile (you or parents buy). DMV manages those levels during license and registration renewals with potential Sheriff inspection. Manufacturers follow those guidelines (mods prohibited on level-1s with potential jail time + fine + loss of insurance if found modded during a traffic stop.)

Level-2 - etc etc.

Many owners of exotics get good seat time at the schools or elsewhere. Usually they can afford it. Collectors, they just look at them anyway and trailer to events...no worries there either.

As a car-guy father of a 14yr old...I could definitely see myself getting behind something like this. You got CDLs, special endorsements, Motorcycles...why not? yeah yeah, more gov't intrusion.
