https://redline-motorsports.net). I have their Gen5 Phase 4 package now on my current ZL1 with 20K miles on it and it has been an absolute blast the last couple years. Extremely quick, incredibly reliable, and always up for a test. They specialize in GM and have some wicked fast cars and it does not hurt that Howard won the engine build competition in Dubai where the middle east's version of SEMA was held last year. I know you are in AZ and FL is probably not in your plans but for anyone looking for a PRO engine builder that really knows the LT4, give Howard a call.
