Think of it this way. If a person was pushing the car in first gear they would also have to push with enough force to spin the engine over. If the car is in 6th the engine wouldn't need to complete near as many revolutions to travel the same distance. So to get a car to roll when left in 6th gear, it would require a lot less force than if the car was in 1st gear.

I've heard that the rationale behind parking in 2nd is that if the parking brake fails, it's now the gear holding the car in place and they will be under stress. It will be a lot easier to temporarily lose 2nd than it will be to lose 1st.
