A line-lock is a device that allows you to maintain line pressure to your front brakes (without holding the pedal) and release the rear brakes. It is used for safer burnouts when you heat up your tires on the wet patch at the drag strip. The "it creates clouds" response refers to the long burnouts that can be held when using a line-lock.

Steps for using a line-lock:
Push brake pedal all the way down
Engage line-lock
Release brake pedal
Mash the gas pedal
Do a big burnout
Release line-lock
Ease off gas pedal
Power out of burnout
Apply brake pedal again as you approach staging
