They can be repaired in some circumstances. I guess it depends how bad it is and where on the tire it is. I was on a small vacation around 100 miles from home and woke up on a Sunday morning to find my tire was down to 20psi. I drove to the gas station to add air and drove it home. When I went to Discount Tire the next day they checked and said yes it is repairable and used a patch/plug and sent me on my way for free. That was in February I believe. It's been fine ever since
