Just speculating but the afm issues back in '08 were causing ring failure. engine braking stresses the piston rings, so I'm guessing GM isn't making it easy to change that. Just a guess. For stock tunes it is very much a mpg thing too.
On my '14 mustang Gt is coasted a lot. The FRPP trackey added the engine braking. But as of 9 months ago, the LT1 is not easy/impossible?? to engine brake. my LS1 it was pretty easy
