Think of 4B00, 4300 and 4200 like this:
4B00 registers when dispatch clicks on your build while looking for a particular build;
4300 registered when dispatch starts and possibly moves the build;
4200 is actual movement on a carrier, but often is from the Lansing Grand River holding lot to a Jack Cooper or a rail holding lot.
In essence even in the quickest from 3800 to 5000 there can be several 4B00s, one 4300 and one or two 4200s.
So, 4B00 means someone had their eyes on your build, even if only for a few seconds. It also can mean your build was the looked for build in which case 4200 closely follows.
