It happens, if a dealer says the GME price is the end price and they cant move, they are lying or just dont care about losing the sale.

Then they potentially violated the rules of the program and GM could hold the dealer AND YOU liable and demand repayment of all incentives but not knowing the actual details of each deal it's anyone's guess. My point is, if you and the dealer are honest and playing by the rules they can't incentivize the deal, expecting otherwise is a false expectation.
