In their opinion, the dealer is the only entity that can/will "make this right", to my satisfaction.
So, I (reluctantly) went back in and signed a Sales Agreement (blank numbers) for a new '17 car.
I was given a workbench ASAP, and was told that my order would be "their first '17".
As GM was now aware/involved, plus I was given a workbench, I was "satisfied" (not "pleased", just satisfied) that all would FINALLY work out.
As of yesterday, my TPW is set for 6/27/16.
As I assumed that the shutdown was the weeks of 6/27 and 7/4, I did question the date.
As per both 1-800-GM-DRIVE and Becky (I PM'd her-she's great), the TPW is valid/legit.
"Paul,
Just had it confirmed -
The week of July 4th is shut down.
Becky"
Now, the last hurdle will be re-negotiating the rate. Not looking forward to that...but knowing that it's in-progress and legit, I am finally making progress!!!!
Thanks to all for the advice and assistance!
Paul.

Personally, I would not have given that dealership another chance, even though GM is involved. I would have filed a complaint with GM Canada, made them (GM) accountable to dealing with the dealership's actions and how some customers are being treated, and gone elsewhere; dealerships are like banks, their a dime a dozen, but that's my opinion.
I wish you much better luck the second time around, we're all pulling for you.

Nope, just a 2SS, 6 spd, Hyper Blue, Kalahari with Nav and NPP. Nothing too exotic.
Cheers.

I don't like the package they put together, and it won't be available until summer, which probably means fall delivery.
All '17's have the "Fifty" logo on the bottom of the steering wheel to commemorate the anniversary year.
