A bolt on is anything you can easily add or remove without disassembling a portion of the drivetrain.
LT's, exhaust, CAI, TB, intake manifold, UDP=Bolt On
Converter, DS, transbrake, cam, heads=Internal Mods
That's what I would consider fair.
