Yes, the base and Tech Pack GT350 have major overheating problems at the track. Folks can't get past the warm-up laps at HPDE events. The cause seems to be the cats were placed too close to the transmission. The Track Pack adds a transmission cooler that masks the problem.
Yes, the 2017 will have all the coolers standard, but for a price increase.
