It's operated as stated in the manual, it will control wheel spin for you on launch not based on pedal input from launch. It's supposed to allow for an optimal amount of spin (note, not 0 spin) to get you moving, but not so much that you lose time or control. I can't tell you how/where it holds RPM on Gen6, but in Gen5, you'd notice it in operation because the RPMs would hold below redline even when floored.
