Many of the dealerships will fix recalls regardless what the owner wants, if they have the part in stock and have a scheduled appointment for the car (Oil, Brakes, Body work...). Otherwise they are liable for working on the car and not fixing the known recall.

On my 2011 SS Vert I had some curb rash (Previous owner, hit curbs) on the wheels fixed (Under warranty) They fixed the recall for the Vert Top and the Bolt in the seat that tends to break under hard forces. They handed me the keys and said we fixed 2 recalls you had.

Although if it was me, I would not care for the chime for the seat belt.
I try to always wear it, but we all know that does not always get done.
