I would venture a guess that it's probably due to the fabric itself becoming a bit stiff in the cold making it a bit harder to fold it as the top retracts plus the added stiffness of the folding mechanism itself. Add it all together and maybe it would be just a bit too much load on the retracting motor to ensure it works reliably at lower temps.

Don't forget, the 16's top mechanism is more complex that the 5th gens with the added mechanism needed to move the hard tonneau cover open and closed.
Plus, just how many people would really WANT to put the top down when it's that cold?? Heater blower on high and heated seats only go so far.
I had the top down on my 2011 2SS/RS convertible when the temps started dropping as the sun went down, and as the temps hit 43, my hands were turning white.
A limit of 4o degrees is just fine with me.
I think the lowest temp when I had the top down on my ZL1 was 51.
