I can't remember the last time I've seen a LEO doing speed enforcement in bad weather. They're just like you and me, don't want to be out there in the crap.
Also, pretty bad decision to be going fast in rain or fog as well. I know my vision isn't very good anyways (I have contacts) and I tend to drive at legal speeds in bad weather.
