RADAR is radio and regulated by the FCC. Interfering with radio frequency will get you a fine beginning at $10,000.
LASER is regulated, amusingly, by the FDA. And by some states in terms of traffic enforcement... but it could be argued at the federal level there is no statute about my infrared parking assist system causing interference with LEO traffic enforcement devices.
Remember, innocent until proven guilty and the burden of proof is on the State.
