two possible reasons:

1 - the rear seat room is so bad (it is) that the front seats simply stop so that you can't recline the front seats hard into the rear seat.

2 - it has been documented that in frontal crashes, being reclined can have very negative consequences to your health and well being.

Of course you shouldn't be reclined that much in the driver's seat, but the passenger would be the big one for me on long road trips where a nap helps.

One more reason the Camaro is like the Corvette, which has the bulkhead that prevents seats being reclined.
