For these times GM runs the car a number of times and they average out the runs posting that average for the performance of the car. So we will see some publications run slower then this and some run faster then this with the average being about GMs spec. Going through different publications times for the Challenger scat pack here are what I found.

0-150: 25.2 seconds

There are some other rumors, one being that the 6.4L Hemi is actually making more then 500BHP (seems to be par for the course with Dodge lately). 392 Hemi powered cars have dynoed at the rear wheels at over 450RWHP when they were rated at 470BHP at the crank. Based on dyno runs the 392 HEMI engine is probably making close to the full 525BHP that was shown when the engine was first shown off. Which starts to make more sense when you consider the weight of some of these cars.
Based on the Car and Driver article the scat pack challenger in their test had a weight of 4,261 pounds (car had the 8 speed auto as well). If you assume 525BHP then you get a power to weight ratio of 8.11 pounds per horsepower. This beats the best power to weight for the 5th gen 9.2 pounds per horsepower (a bit better for a no options 1LE) however puts it a bit behind the 2016 SS Camaro at 8.1. So the 12.6 in the 1/4 mile for publications isn't out of line with GMs average of 12.5 for the manual and 12.3 for the automatic car.

The 6.4L is SAE rated. It makes what is advertised. Driveline loss is not as high as in the past and chassis dynos aren't accurate like doing an engine dyno.
