Promise me that you never end up on a jury if I'm accused of something.....your logic makes absolutely no sense. Why would they provide a dimension less than the absolute width (widest part).....unless they're talking about track width or something, but when discussing general dimensions it would be meaningless to not include the mirrors if they are the widest part unless they are optional, fold, or are removable.
What you are proposing is akin to measuring front to back but not including the bumpers, or height without including the fixed antenna.
