From a structural stand point t-tops only have the advantage in bending with only a slight difference in torsion.
The point is that the government recognizes a targa as a convertible and a t-top as a coupe. The structural requirements are different and it would require added structure in a t-top to even have a chance to pass. So a plastic panel with a frame light enough to easily latch and remove would be that much harder to pass roof strength.
Now if you want a bolt in roof like the C6 Z06 that you need a hoist to remove them you might get your t-tops.
