If he already has a attorney, you could pick up the phone book and make a few calls. Tell them that you have video proof of innocence and that you are trying to find the guys attorney to give the tape to. You may get lucky and call the right person or at least someone who knows who has the case.
You could also look up who all the district judges are and contact their offices. Surely one of them would be willing to listen and get you the information you need or better yet ask to see the proof and may just order his release.
Personally I would try these first before going to the media and making a fool out of the officer in front of the public.
