Before looking up Michigan plate styles It looked to me like the plate had a blue strip above. Looks to be 6 characters xx xxxx (space in between 2 and 3) of course this isn't a perfect analysis and going off only my eyes and the video.

I really hope the R/T owner if pulled over for the others offense gets cleared thanks to C5 and the original poster. Would love to hear from that person too if it is the case.
