Scott, here is what I would do.

First off ground her for 9 weeks, one week for being late, an additional week per hour late, and one month for drinking. During this time no phone, no car, curfew is supper time and must stay home after supper. Any breaking of the rules adds a week.

Find out where her friends live and what they drive. Give this info to your police friends and ask if they will patrol their houses and keep an eye on them when your daughter is with them.

I would also tell her that if she ever gets arrested for drinking or smoking underage, she will be on her own and let her know that even with everything that is going on with Steph, this type of behavior is not acceptable nor will it be tolerated.
