A complete package, you have got to be kidding me. No entertainment system, no navigation, optional ac, harsh ride, race tires for the street that will pick up road debris and kill your quarter panel's paint, under powered in the world of 580-707 hp street cars, weak axles, a motor that has a history of dropping valves for no reason. But hey it will go around a corner fast. IMO the ZL1 is a much closer to a complete package than the Z/28 could ever hope to be.
Lets remember the facts that matter on the street, the Hellcat will destroy the Z/28 in all the following: 0-60, 1/8, 1/4, 1/2, 1-mile, roll race, any street race, top end, and driver comfort. A Hellcat puts down 670-rwhp while the Z/28 has what 450? The problem for the Z/28 is yes it's an overpriced track star but it's not very impressive in anything else. Bottom line presently there is no other car that will draw deserving attention like the Hellcat.

You forgot a few...1/16, 3/8, 5/8, 3/4, 32/33, 100 yards, 200 meters...
How dare anyone ever say anything is better than the hellcat!
