I imagine there's supporting stories to come, albeit vague most likely, but it's interesting to see what folks see just from a photo.
I've been away from the body business for a long time, but I believe it's unusual to see a chassis stiffener in that position. Imagine that is stiffening the chassis in the same way a shock tower brace does it. Lots of torsional rigidity.
