When I worked for GM we would be required to cut or "hot knife" the lens of headlights before sending them to the dumpster. The GM employee tasked with this job busted the back instead which was a mistake.
There are people we know that have made careers on eBay retrieving headlight from dumpsters and selling off the components. That is most likely what happened here.

Number_3 pointed out that the ECE on the label, means it is a eurospec. Not that they can't also use it here (?), but there is still some doubt...no, at least for US/NA release?
