That is generally only used on long term members (>5 years) who just lose it sometimes but don't make a habit of it, helps get the point across that they are close to a ban. We have assistant mods that police the moderated messages queue.
In the forum software we use we can grant powers are a very granular level, so assistant mods generally do things like clear message queues, open chat rooms for special events, like when the President does a big speech, or we can give them a little more power in a special interest folder, that lets them move off-topic messages from the folder but no more. My mod powers there are called "wizard" level when means I can even zap mods, but we consider that poor form unless we are firing them.
But yes you are right, clearing messages is a real pain, easier just to gag them or ban them, but we like to cut some slack to long term, good contributors. We just crossed our 3 million message mark a few weeks ago, they are not all live, but that is since it started about 8 years ago.
