I don't think commercial sales figure into CAFE, though I'm not positive on that. Maybe they still do for light vehicles (those under 8500 lb GVWR), in which case a 1/2 ton van would count towards CAFE while a HD wouldn't.

The other thing to factor in is the CV200 ... err ... CityExpress van for those that need something to haul bulky but light things & therefore don't need a huge van with a 1 ton payload capacity (let alone the 1.5 - 2 tons of the HD vans). As a side effect, they also get substantially better fuel economy.

As I think about it ... putting the two moves together & I suspect CAFE is playing an important role in dropping the 1/2 ton vans.
