That was a bad MEPS pre-brief from an NCO or Petty Officer to set up an applicant like that. All braches' recruiters are instructed to prepare applicants with basics of policy and procedure at MEPS immediately before anybody heads up to the hotel or straight to MEPS.
Leadership failure on the part of the recruiter; no applicant should have any worse a MEPS experience than is already painfully necessary.
