To just help someone out with a problem or something minor in Photoshop I wouldn't charge. I know how to use the program pretty good but when it comes to design and removing an object from a picture I'm not that great. I personally don't have a steady enough hand with just a mouse.
As for the wood, I would imagine sand it down pretty good and just spray a primer, a color and then the clear. More than likely, you will have to do several light coats to fill up the gaps where the wood will soak up the paint.
Edit: what color are you looking at doing? If white you could buy the paint that is used for bead board and molding. That stuff is generally pretty thick to get an even coat on wood and is sold in gloss.
