And all of you saying that he should have just rolled down his window need to go somewhere else. He has every right to only crack the window. Saying that you should always listen to cops is the reason why cops can get away with just about whatever they want.
Next time, record you encounter with them. Although it would not get you out of the ticket since you were in fact "breaking a law," it would have given you evidence for a valid complaint: That the ticket was issued out of spite.
