and the job of a LEO is to enforce the laws, PERIOD.. minor or major is not relevant. They see a law being broken they enforce it, they can usually use discretion and decide whether or not to be an ass about it, but they are merely doing their job.

I believe that 95% of LEOs are out to simply do their jobs, but there is a small percentage that want to be asses and a small percent that power trip and think they are above the law, and it is those LEOs that screw up the overall view the general public has of all LEOs.
You're absolutely right, I use my phone at work to coordinate warrant services and meet-up locations. However, I can't speak for all law enforcement officers when I say that if its not work related I pull over or wait until I get a free chance to park and return the call. I do use a Bluetooth and that frees me up to continue patrolling for the most part but texting still causes me to have to stop. As for the guys that have a power trip and feel they are above the law, they tend to not last long on the department. Complaints and the one guy that decides to test the man behind the badge usually kill their careers. We try and weed out the guys that got bullied in school and try and get the job so they can return the favor. Departments don't have time for that garbage.
