I my self stay 5-7 MPH over because that is what you can usually get away with around my area with out getting a ticket. But I understand the frustration of a people who get a ticket when they are going with the flow of traffic at a reasonable speed for the conditions.
The signs in Florida (at least through Orlando) ARE digital and change according to road conditions.

Again, if you get pulled over for speeding, it's your own damn fault.
