You're acting like this guy pissed in your Cheerios or something.
The only thing I would have been upset by was the guy parking in front of my driveway. I would have been inclined to call the police non-emergency number and ask what the proper protocol is to handle that situation. If having a tow truck called was proper procedure, then by all means.
But beyond that, everything else the guy is doing on his property is well within his rights to do. The fact that whatever he is doing is annoying to you is completely on you. Unless he's playing his music too loud, or making a loud ruckus, everything you're whining about is just you whining for the sake of whining.
